Nobody owned the whole

ARC Analysis · Anomaly, Reframe, Create

A newspaper-style dictionary entry from ARC Lab, in Dutch. The word "tijdelijk" (temporary), with two meanings: 1. for a short, agreed time, with an end. 2. (in organisations) without an end date and without an owner; it lasts until it goes wrong. Antonym: "van ons" (ours).

In short

AAnomaly

Three weeks, three systems. The Dutch benefits agency UWV stopped a matching system after five years and 55 million euros 1. Belgium's Court of Audit put the failed police system i-Police at 139 million 4. And the Dutch tax authority is still opening a "temporary" data vault from 2019 holding 64 million files nobody can search 5.

UWV "could not get a grip on quality" and had little knowledge of its own technology 3. The Belgian police depended on consultants for critical IT 4. At the tax authority, technical management, content and oversight sat in different units. An MP: "If nobody is responsible for the whole, in the end nobody is accountable." 7

RReframe

This is not an IT problem. It is an ownership problem. Whoever knows the whole system is the only one who can say stop. In all three cases, that person was outside the organisation, or did not exist.

CCreate: questions for your team

  1. Who knows our whole system?
  2. Who may say stop?
  3. What do we call "temporary" that is three years old?

Rethink the premise.

AAnomaly

On 14 October 2026, UWV stopped its Bemiddelingsservice, a system meant to match job seekers and employers on skills. Five years, about 55 million euros 1, 2. On 29 October, Belgium's Court of Audit published its audit of i-Police: 139.4 million euros, almost double the figure parliament had been given, with 70% of the software licences now useless 4. And in The Hague, parliament kept debating the tax authority's data vault: 64 million files, moved there in 2019 as a temporary measure, without structure and without a search function. Files the parliamentary inquiry into the benefits scandal never saw 5, 6.

The three reports use different words for the same thing. The Dutch IT advisory board wrote in February that UWV "could not get a grip on quality" and had limited knowledge of the technology and the algorithms it was buying 3. The Court of Audit found the Belgian police structurally dependent on external consultants, with no clear milestones, so it ordered follow-up work before the pilots were evaluated and lost its leverage over the supplier 4. The BDO report on the vault found that nobody knew what was in it, because technical management, content ownership and oversight sat in different units 5, 7. Research on 5,392 IT projects shows why this matters: cost overruns follow a fat tail, and a problem in one component cascades into the rest 8.

RReframe

Everyone calls these IT failures. But the technology was not the thing nobody understood. The whole was. When the knowledge of the entire system sits with a supplier, a consultant, or nowhere, nobody inside can see a problem coming, and nobody can say stop. That is not a technical gap. It is an ownership gap, and it is just as real in a company of fifteen people with a CRM, a website and an accounting package they rent from three different parties.

CCreate: questions for your team

  1. Who in our organisation knows the whole system, not just their part?
  2. Who is allowed to say stop, and has anyone ever done it?
  3. What do we call "temporary" that has been running for three years?

Rethink the premise.
